Bingin is one of the best wave you can find in Bali. Uluwatu is the temple of surf;and Padang Padang and Balangan can be a lot of fun. For beginners;better with water;which means mid or high tide if you want to be sure to avoid any injuries on the reef.There are many surf schools who will provide surf boards as well. You can also rent if you feel secure enough to try on your own.
